How many points do you need to stay and work in Taiwan?
Choose the option that fits you for each comment item. If unsure, pick 0. Tap “Rules” to see the required documents and description.
Degree obtained in the R.O.C. (Taiwan)
- The degree must be obtained in the R.O.C. (Taiwan). A copy of the graduation certificate should be attached.
- As for associate’s degree, the graduation certificate must be in one of the following disciplines: life sciences, environmental sciences, physics, chemistry and earth sciences, information and communication technology, engineering and engineering studies, manufacturing and processing, architecture and construction engineering, agriculture, forestry, fishery, veterinary medicine, medicine and health, social welfare, health and occupational health services.
- Bachelor’s degree or above: any discipline qualifies.
Average monthly salary in the employment contract
- Photocopy of employment contract signed by employer and overseas Chinese or foreign student. Contract should state average monthly salary (in NT$), names of both parties, job, title, job description, employment duration, etc.
- Average monthly salary over NT$31,520 less than NT$35,000: 10 points. Over NT$35,000 less than NT$40,000: 20 points. Over NT$40,000 less than NT$47,971: 30 points. Over NT$47,971: 40 points. Below NT$31,520 scores 0.
- With an average monthly salary of no less than NT$47,971 plus a Master degree or above, or a Bachelor degree with more than two years working experiences in the specific field, the employer can also apply by wages and work experience instead.
Full-time work, or internships as a student in Taiwan
- Photocopy of overseas Chinese or foreign student’s full-time work experience certification. A résumé alone does not count.
- Part-time jobs while studying do not count as full-time work experience.
- Internship experience can only be accepted during studying in Taiwan according to related regulation by the Ministry of Education and Overseas Community Affairs Council. More than 1 year in an internship as a student in Taiwan earns 10 points.
- Prove it with your internship course transcript, or the internship contract or plan issued by your school, and the documents must carry the school's official seal. Whether it adds up to 1 year is judged by the start and end dates in the contract. Short internships totaling less than 1 year earn nothing.
Special expertise required by the company for the position
- Photocopy documentation certifying overseas Chinese or foreign student’s special expertise (i.e. professional training for the role, course attendance, skill certification, creative works competition awards, patents, etc.)
- The proof must relate to the job. For a marketing job, a digital marketing certificate or an advertising award helps more than an unrelated certificate.
Chinese Language Proficiency Test, coursework grades in the R.O.C., or study hours
- One of the following documents: photocopy of a Chinese language proficiency test result of “Intermediate” or higher; Chinese studies coursework grading documentation while attending school in the R.O.C.; or documentation of Chinese studies hours.
- The test is the TOCFL (Test of Chinese as a Foreign Language), run by the Ministry of Education's Steering Committee for the Test of Proficiency–Huayu. The levels in the scoring table are TOCFL levels: Intermediate = Level 3 (about CEFR B1), Advanced = Level 4 (B2), Fluent = Level 5 (C1). Level 6 (Proficient) counts as “fluent or higher” and also earns 30. The rules only say “Chinese proficiency test” and do not list other exams. If you took HSK or another test, call the Ministry of Labor hotline before applying.
- Chinese studies coursework grades while attending school in the R.O.C.: Fluent: 80 or higher. Advanced: 70 to 79. Intermediate: 60 to 69.
- Documentation of Chinese studies hours: Fluent: over 960 hours in the R.O.C. or over 1,920 hours in other regions. Advanced: over 480 hours in the R.O.C. or over 960 hours in other regions. Intermediate: over 360 hours in the R.O.C. or over 720 hours in other regions.
- The rules do not say who must issue the hours certificate or in what format. In practice it is a certificate or transcript from the language center or school where you studied, showing total hours and where you studied.
Foreign languages in addition to Chinese
- Photocopy of the passport. The official language of your passport country counts as 1 foreign language. A country with several official languages still counts as 1.
- To prove a second foreign language: photocopy of a foreign language ability certification, or of a document certifying foreign language study of over 360 hours. For example: Foreign Language Proficiency Test (FLPT), TOEFL, TOEIC, Cambridge English Language Assessment, IELTS, GEPT, Linguaskill Business, Linguaskill General, Japanese Language Proficiency Test (JLPT), DELF, Goethe-Zertifikat, TestDaF.
- Experience of growing up in other countries for 6 consecutive years or more also earns 10 points.
Your employer conforms to industrial development policy, or you studied in a policy program
- Two ways to earn these 20 points: companies or employees conforming to government policies related to industrial development, or graduated overseas students studying in special classes established in line with national policies or enrolled through the G2G program.
- For the employer: copy of central competent authority issued employer compliance with government policy documentation, i.e. one of the five below.
- Conforms to excellent backbone business qualifications: winners of the Ministry of Economic Affairs Mittelstand Award, selected every two years.
- Businesses establishing operational headquarters in the R.O.C. (corporate operations headquarters recognition letter). Under the Identification Regulations for Operational Headquarters, requirements include at least 50 employees in Taiwan each month and NT$500 million in annual revenue. The recognition is valid for 3 years.
- Businesses establishing R & D centers in the R.O.C. (implementing unit approval letter), under the Ministry of Economic Affairs program for R&D centers in Taiwan, now part of the A+ Industrial Innovative R&D Program.
- Conforms to HeadStart Taiwan: institutions with “new business recognition principle of innovative ability”. Generally paid-in capital of NT$100 million or less or fewer than 200 employees, under 5 years old, plus for example NT$2 million or more in investment or a government innovation grant (NT$2 million central or NT$1 million local).
- Recognition letter or certification of conformation to industrial development policy issued by central competent authority.
- For the student: academic certificate of programs such as International Programs of Industry-Academia Collaboration in Taiwan, Industry-Academia Collaboration Program for Indonesian 2-year college, Industry-Academia Cooperative Education Program for Overseas Compatriot Students, Overseas Youth Vocational Training Program, or the Ministry of Education’s new model programs. Enrolling through the G2G program also counts.
Scholarships or school ranking
- One who received government-provided scholarships or scored in the top 30% at school: 20 points. These include Industry-Academia cooperation scholarships by the National Development Council via the Ministry of Education, and Overseas Community Affairs Council awards such as “The Overseas Community Affairs Council Chairman's Award for Outstanding Graduating Overseas Chinese Students” and “Scholarship for Outstanding Overseas Chinese Students”.
- One who received school scholarships or achieved the top 50% with a GPA of 3.0 at school: 5 points.
- Photocopies of supporting documents such as official documents approved by government agencies and schools or the list of winners announced in the official announcement.

Not necessarily. 70 points is only the qualifying score. You still need an employer willing to apply for you, the job must be specialized or technical work, and the employer must meet the employer qualification.
No. The employment permit is always applied for by the employer. Your job is to prepare the documents for each comment item and give them to the company.
No. Part-time jobs do not count. More than 1 year in an internship as a student in Taiwan earns 10 points. The internship documents need the school’s official seal, and whether it reaches 1 year is judged by the start and end dates in the contract.
No. New graduates with an associate degree or higher who receive approval from the National Immigration Agency to extend their residence can engage in any category of work without a work permit, for a maximum of two years. Once you find a job you want long term, ask the employer to apply under the new scoring criteria.
Since July 2019, documents for the comment items no longer need verification by Taiwan’s overseas missions. Any documents in a language other than English must be translated into Chinese.

No. The extended residence for new graduates happens only once. Once your employer gets you an employment permit and your residence switches to employment, you are staying for work, and the remaining time is gone. You can already work legally during the extended residence, so there is no need to switch for a job you are not sure about yet.
